New champ bug with gifting...

Trying to buy for a buddy, he is trying to buy for me via the gifting centre with the 'IP deal' in order to get the exclusive summoner icon.. it is saying the gift pool is too small..? we both have over 10 champs, he is lvl 20 I am 30, as it is only a recent issue I am presuming something on Riot's end? is anyone else having this problem??
