If you try to switch runes in 'Inspiration: The Timeless' before level 13 it allows you to do it (despite it shouldn't) and it is impossible to select any option back in leaving you with permanently incomplete rune page.
DId you save it?
Because if you didn't, you might be able to fix it by simply exiting the rune page, which it might ask you things about saving it or something given it's detected a change.
Otherwise, you might want to try restarting the client.
If it still doesn't fix, then you would need to 'repair' or reinstall the game.
My guess is that the rune pages are saved on client side and synced with the server when you edit it, but the preset ones unlike the custom ones, are not sync'ed with the server given they're not meant to be edited (though bugged out in your case), hence in this instance, you might want to do a fresh install or repair and hope that it replaces the faulty rune pages. But this is just a random guess.

Hello looks like you are trying to edit the preset page,unfortunately you cannot edit those. That is something Riot would have to fix. However i have tried to make a bug thread about this before and didnt get any response. Good luck getting Riots attention summoner.
