[GAMEPLAY] Remake problem?

I'm not entirely sure it's a problem, but my understanding of remake was that if a person is AFK for so long in the first few minutes of the game, the rest of the team could do a remake vote and the AFK person would be punished while everybody else would be fine.

I had a game with a trolly support who wouldn't stop whining that I picked Ezreal, so he picked Teemo, ran into lane at the start of match, and just stood still in the little spot between the two brushes for the rest of the time we were in game.

After a while we got a remake vote without there ever being a DC notice or anything, we remade the game ( 5 votes, 4 yes and 1 no ), and all 5 people on our team got remake; nobody got a loss or lost LP.
