[BUG] Garen w/ energized items

Played AD Garen with warlords bloodlust a few times now and noticed a bug, when using an energized item, say statikk shyv, when you go to use his Q on something the shock will go off instantly as you target them from within attack range, not as the animation goes off or does the damage, just instantly.
