Viktor hex-core prevents returning items?

So since the new Viktor update came out he is pretty fun to play (and strong so probably nerf's incoming) but I noticed when you buy an item and then buy a hex-core upgrade you can't return your items afterwards in case you bought the wrong item. Haven't seen anything to say this was intended so thought it belonged under the bug report section.
