2 Bugs from last night ranked: Sion and Rumble

Two ranked games from last night I had problems activating skills/summoners.

The first game I played Rumble and got to about lvl 7. I lagged out for maybe 10 seconds and when I came back the game showed me as lvl 1. Eventually I reached enough experience to get to the next lvl and it fixed itself by showing lvl 8. But every time I tried to use summoner spells for the rest of the game, I could not activate them. I had ignite and flash. When I lagged out, I wasn't doing anything besides farming under top tower.

I played three more ranked games and had no problems. Then I played a Sion game....

I was in mid fight close to dying and popped my R on a group of enemies and immediately hit my Q. I died as soon as I pressed Q. I went to my passive and everything seemed normal. After I resurrected in base, I could not use my Q and my R for the rest of the game. I was completely useless. I did not lag out this time at all, just died popping skills. My summoners worked fine though.

I wish I had video evidence but I wasn't recording at the time and didn't think in middle of game to get more proof. I was too busy trying to play out. Thought it would be a good idea to mention this after the fact.
