I have Jitter step problem when im playing

I bought new computer before a week and i have a jitter problem when im trying to move form step to step Ive tried to reduse the fps to 60 to see if its help i still have the jitter problem My computer have gtx 1080'i5 8400'16 ram' my screen is asus vg248qe 144hz

This problem is really annoy me and i am ready to pay for some one in case he will figure out how to fix it
