I can't see my skins in Team Builders game.

Recently I realized I can't see all of the skins that I applied in team builder games. And I've seen some of the other users said so. I've been experiencing it since I bought Arclight Vel'koz (01/29/2015). At the first time, the skin seemed to be applied well, but unfortunately that was the last time I saw him in Team Builder game. Since then, I couldn't see any other skins.

The other game modes like Blind Pick or AI Game seem to be fine. I guess it only happens to Team Builder game. The link I attached contains a video that my Snowmerdinger is not applied. Sorry for the low video quality.
