[Gameplay] Howling Abyss killstreaks

I've noticed that ever since 6.1 went live, killstreaks in ARAM games have been a little weird. At first I attributed it to an intentional change due to the faster gameplay common in HA. However, I began to notice that killstreaks would often be continued AFTER the player died and returned to the game (i.e. get a streak of three kills, die, come back, get another kill, and the announcer says RAMPAGE). Obviously that shouldn't happen. What also shouldn't happen on top of that is the enemy team receiving bounty gold on a killstreak that wasn't earned. It can result in an unfair gold advantage and one team easily outplaying the other based on false information. Also, because it might be related, "shut down" messages are triggering at streaks of 2 or more kills, instead of three. How to repeat? Get kills, die, get more kills. Frequency? Every game.

This happens in norms too...I get "shutdown" 2-3 times before it stops crediting extra gold into late game. When one fight will decide it all.

Intended behavior from the champ bounty changes in 5.22.

Basically, deaths don't fully reset bounties anymore; they just reduce the level of the kill streak. If the champ in question was on a 4+ kill streak, they can die twice for two bounties, even if they don't get any more kills.
