[Gameplay] Kai'sa ability level up bug

Leveling an ability on Kai'sa while you have a skill point available prevents you from leveling up an ability again. I was testing Kai'sa in a bot game and when i leveled up, it pushed my attack speed over the 100% threshold. This allowed me to upgrade my E. However I found that for the rest of the game I could not put another skill point into an ability. I could still upgrade my abilities however.
