All hotkeys and smartcast not working

Was loading into game. Got the disconnected from server popup so reloaded LoL and for the whole game my hotkeys were bugged. Everything that I usually smart cast was set to normal cast even though it said it was smart cast. I tried to change it over and over and it kept saying everything was fine even though it was all still normal cast. There was weird interactions with the trinket ward as well as smite. They would both smart cast but after a delay of about half a second where the target reticule would pop up then it would smart cast. Wondering if this was a known thing.
