[CLIENT] Prevented from banning champion in Draft Pick because the lock button did not activate

Reproduction steps (as far as I can tell; I can't try again for another 5 minutes, nor do I want to try again because WTF):

1. Be third ban on your team, last to ban out of all 6 bans
2. Pick Bard when Bard isn't already banned
3. Button to lock in ban does not light up
4. Wait around in frustration
5. Watch button light up as timer hits zero, die inside
6. (optional) Write post in forum while waiting for the completely unfair queue dodge timer to count away
