[Practice Tool] Rakan's W Dmg and Visual Effects Becomes Global if you Toggle Cdr.

I don't know if this has to be reported or not but I thought it was interesting. Enter the Practice tool with Rakan. Toggle Cdr. Spam W, you will see that if you spam w in different locations non-stop, the visual effects are shown were the mouse is pointed at and the dmg is were the mouse is too. Rakan will not Teleport there.
