I just finished a game of ARAM at 11:42PM CDT and the Kennen on the enemy team would ult and the sound effects would occur but there was no vision of his Ult at all. He did this probably 4 or 5 times throughout the game with no vision on any of them. At the end of the game he also reported that he wasn't able to see his ult either.

I work on the skins team, so I'm unfortunately not the best person for the job here. :c If you shoot a ticket over to Player Support, they'd be happy to help you troubleshoot. Or, if your're referring to a larger issue that's not just affecting you (which sounds more likely) please create a new bug report.
