Gifting Center Not Working

Hi all,

I'm trying to purchase a skin for a friend, so I went and bought the requisite RP, but when I go to the gifting center, every single item (skins, champions, icons), regardless of the cost, prompts me with the message "Not enough RP," even though it's clearly displayed that I do and I can purchase these items for myself. What is going on?
