[Gameplay] Hecarim: Devastating Charge crits structures

Using Devastating Charge to autoattack a structure can result in the structure being critted.

Reproduction: 1.) Buy a bunch of crit 2.) Use Devastating Charge and attack a structure

For reference, I attacked the mid inhib with E at 90-100 charge. I had 70% crit.

Edit: I'm going to attempt to reproduce this situation multiple times by getting 100% crit.

Edit 2: Yep, he can crit any structure with any level of Devastating Charge. I managed to crit a turret at 40% crit, too. At 100% crit, every E crit.
