Client Freezing at 0 Seconds Causing Me To Dodge

(Copied from Old Boards Post, though the issue still hasn't been fixed so I'd like to bring it up again.) I really hope that this issue can be fixed ASAP... Almost 90% of the time I go into champ select, my client freezes. The timer to ban or pick a champion will stay at 0 seconds, then will eventually speed up, or cause me to never ban or pick my champion, then I get penalized for "dodging." This bug has caused me to get 5-minute, and even 20-minute wait-time penalties. I'm not even sure if I should start a game anymore, knowing that this bug can still happen randomly, and I wont be able to stop it; and yes, I do have low-spec mode enabled already. Please help me.

(PS. Also on this patch Chat Bans don't give you anymore messages overtime. That also should be looked at <3)
