[GAMEPLAY] Syndra Ult cool down bugged on ally UI

Syndra's ult has showed as almost off cool down to her allies the second she casts it for the last few patches. The circle doesn't fill slowly like its supposed to over time it just displays like the picture above. Figure you guys already know but wanted to post just to make sure this gets fixed!
