problem with my ping !!!

i have a very strange problem . when i connect my laptop with the network and start playing league when the game starts the ping is good and i can move but when i start moving the ping start to be very high then back to be normal a few seconds later the ping is very high again !!!

when i connect to the same network on my brother's laptop in the same time the ping is good

any one have any ideas ? Help !!
