Rads Error

I have allowed absolutely everything through on windows firewall, i have changed ipv4 dns settings, i seriously don't know what to do now? any tips and advice would be great! i have also done a clean install of the app. i have attached a screenshot of the error, and the steps taken to try and fix said error.
