[Loading Screen] Loading screen stuck at 100%, everyone loaded in but me.

Okay, this has been happening for too long now. In the past half year or so, I would get random periods of time where i would be stuck in the loading screen. I either load in 5-10 minutes late, or not at all. I have submitted multiple tickets for these issues, but nothing has fixed it. I have already used hextech repair tool and reinstalled the game (using the repair tool). My issue is similar to the post included, but I've noticed that after around 10 minutes, I'll hear a loud sound that resembles what I hear when I load in normally. If i close the loading screen and reconnect, I do load in (just extremely late, which is not good for a zac jungle main). I have done nothing different to induce this issue. I just start a queue, go through champ select, and then I'm stuck in the loading screen. This bug persists in pretty much all gamemodes.I have already gotten ten 20 minute low priority queues for loading in late or not at all. Nothing I try works. Can someone fix this issue or offer a solution? For now I'm trying a solution that involves playing in borderless and not fullscreen, but I doubt it'll work. [zombie-brand-clap]
