No Network Issue.... while winning lane.

Hello Guys. First time here. But i've been a couple of times (while winning Lane or Match, and being fed), all of a sudden disconnected from the game. From there, i tried to reconnect with no success. I restarted the modem, and rebooted the computer, and I was still getting that message of "NO CONNECTION TO SERVER, PLEASE CHECK YOUR INTERNET CONNECTION", in fact i was able to navigate the internet, but couldnt connect to the game, i was able to open the client, but couldnt connect to the game. A friend of mine, told me that heard of some people with third party programs that can do that while you are playing against them (so they have the advantage), because after the game ended, I WAS ABLE TO START A "NEW" one. So the problem is, that later i can get banned or penalized, for something i didnt do. Can RIOT help me please?
