[GAMEPLAY] Champion Mastery Announcement Banner Not Displaying

So the announcement banners for champion mastery isn't displaying and I don't know whether or not this is a bug or what since it's been missing for 2 weeks now. Also mastery emote can be spammed now with no delays at all.
