Blue flickering line every time i smite

There have been multiple threads on reddit about this blue diagonal line that occurs only when smite is on cooldown, but have not yet received much attention. The blue line seems to originate from the smite icon onto the top left corner and is extremely annoying to play with as it is constantly flickering across half the screen. Please help.
