Major bug with this mornings patch

I downloaded the new update this morning and now the game is virtually unplayable for me. every time I or an enemy use an ability, or use any interaction (plants, ping shop or sums and chat) the game freezes for 2 second. I initially thought this was due to my wifi being poor however ive ran other games to check and its at a really low ping and high fps. plz fix this shit Riot cause as much as I love the new content your actual quality control has gone to hell.
