That's just some bullshit.
I think the issue lies in the fact that its technically a permanent silence, which is constantly bugging out and screwing over both the soraka and the enemy
A similar, but less commonly happening, issue is with Cassiopeia's W and Singed W, where the grounded effect doesn't always work as intended
