His e has no cool-down. The faster you can spam e the faster the enemy dies which usually only takes .5 seconds anyways.
Also why only 12 shrooms? You can get more than that out in a normal game. I would literally choose any champion over teemo because of that restriction.
Riot changes champions stupidly for urf. Nunu is allowed three shots but can throw millions for some bizarre reason, rumble gains overheat bonus effects but can still use abilities even though he shouldn't, trap champions have a limit, meanwhile yasuo doesn't get changes to e and q and has to be terrible while nunu and rumble should be terrible.
Jeez i forgot that teemo change. It was done to stop the map being covered in shrooms but hasn't been improved on since. Way too restricting
