Due to the incredible response time from riot game's customer service I got a response to my ticket, I'm not sure how it worked, but, It did.
Below is a message from one of riot's employees telling me how to fix my problem. The first step was the one that solved it. somehow that link was different than the ones I was pulling up.
"Hey Douche Vapor,
R041 here from Riot Games Technical Support, thank you for being patient. Typically you will receive this type of error when you're missing prerequisite files or a few specific Windows files have become corrupt.
- Install the prerequisite files located here:

If that doesn't resolve the problem
- You will need to run System File Checker to repair missing or corrupt system files:
https://support.microsoft.com/en-us/kb/929833
- If all else fails, you may need to re-install League, even if you've recently reinstalled or updated, issues like this often occur due to a corrupt installation of the game.
Please follow this guide carefully:
You'll need to run a registry cleaner before reinstalling the game. CCleaner is a common registry cleaner that many players have found useful. You may also want to try creating a new Windows administrative account in the Control Panel to install the game.

League Re-Installation:
I've attached a new Installer in this message. Make sure to unzip this folder into your C:\ Directory. Once the contents have been unpacked, run the 'lol.launcher.admin.exe' which should now be in: C:\Riot Games\League of Legends\lol.launcher.admin.exe. You may want to create a shortcut on your desktop, as you will be using it to start the client from now on.
If you're still experiencing problems after these instructions, please reply back with the following updated information.
