[gameplay] randomly, but frequently, lose ability to move camera by clicking on map for rest of game

This has been happening to me a lot lately, maybe one in every three or four games, but i lose the ability to move the camera by clicking and holding on the mini map.

my screen lock and unlock key still works fine when this happens, and i can still jump to champions, and scroll regularly when this happens i can lose the ability at any point in the game, not just at the start. when i lose the ability to do this, it never comes back for the rest of the game. quitting and reconnecting seems to fix it, but that puts me at a bigger disadvantage than just scrolling my camera so i've just been dealing with it
