Can't Change summoner spells or runes and masteries

Well is was playing a normal game and I Chose mid and then Proceeded to Locking in and i was trying to change my summoner Spell from to but it wouldn't let me change not even to a different one then i was trying to change my runes and masteries and it wouldn't let me do that either I was wondering if anyone else had this problem either ?
