Cannot connect to a game

Character selection, banning, champ select, runes, all of this works fine. However when the game attempts to boot up it never makes it past this point. I get stuck on the main client and it says "reconnect" as a button. However I've lost 4 games now in failed attempts to connect to games since the latest update. However I did manage to connect due to my team not forfeiting the game. Hitting reconnect for 23mins and I eventually did get it.

Troubleshooting I've attempted _ Double-checking firewall Deleting & Reinstalling the game in a completely different SSD drive. Repair Tool Run application as a administrator_

How does one go about getting this fixed? Got demoted from S2 to S3 from gaining Leaver Status. Simply due to not being able to join the game anymore since last patch.
