Reporting players showing up in games

I'll preface this by saying I'm not sure the kind of proof I need to submit with this seeing as how do to its nature would reveal summoner names. I can if needed though.

I was playing ranked today and sadly the team wasn't doing well. Well in the game we had members of our team get incredibly hostile to one another and making for a generally toxic experience for all involved. From there we had a player AFK of course and take away any chances of coming back in the game. Afterwords I reported said offenders and started a new game hoping for a better match. Well for some reason I was matched with the toxic player in the next match and because of the last game I was at 0 lp so I was scared to dodge and risk being demoted as I'm trying really hard to get into Gold before the season is out. Why did that happen? I assumed it was already a feature in the system that you wouldn't be matched up with players you reported so I'm not sure if this is a bug or not. I'm not asking for my rank back or anything (yes I was demoted after the match) I'm just really upset that I had to deal with the same guy twice in a row. Please fix this Riot. I would rather wait in a que longer than be matched up with players that have obviously ruined my experience in the past.

riot is afraid to implement that sort of mechanism because they are afraid everyone would abuse it to not play with a ton of people and basically stack the games they play by making a "black list" of players better than themselves and players so bad they dont want to play with ever again..

honestly though.. it really wouldnt change how often people reported others if riot did this silently.. i mean there are so many ways to make it happen either by a timed system where you cant play with someone on your blacklist for 2 hours or the rest of the day etc, or a system where every game without a report on you removes you from one games worth of reports.. ie the first game you were reported if you were reported by 5 people you will be removed from those 5 peoples lists the first game you play without a report from anyone. 2nd game without reports 2nd set black lists from reports cleared etc. simple and effective to a certain extent for removing toxic players from our games.

those that would abuse it and send false reports to stack their games(not entirely effective with either given option).. well.. temporarily ban them since they would be breaking plenty of rules all at once.
