Camille hookshot provides mobility even when rooted

As Morgana, I was playing against a Camille that was able to use her hookshot to spring toward a wall and then back off to a champion despite being binded by Morgana's Q. It seems ridiculous that no she is able to use her mobility moves while rooted while champions like Fizz and Gnar can't hop around through roots.

Recreate by binding Camille. Happened every time she was bound.
