/remake is bugged ( gameplay/client)

I just played a game where I got first blood, and at 3:22 the enemy team /remade it. I took a screen shot of it, please fix it cause they did it so they wouldn't lose and I don't know how this was possible for them to do.

TILT EXCEPTION A first blood against a player’s team before they leave/dc will prevent a remake vote

If they never connected they can still do a remake. If they died then left no remake is possible.

I was under the impression once first blood has been given you can't remake
