Champion Select Bug??

Sometimes in champ select, a champion who is free to play that isn't banned, just doesn't show up. I would like to know if this is a bug or if this is on purpose. Cause this gets annoying after a while. For example, graves is free to play, he won't show up in champ select even though he isn't banned. If you could tell me that would be great. Thanks!
