This explains that if it was your first afk/leaving you will not be punished, just warned.

This further explains that no matter the reason you disconnected, it will treat all disconnections/afking equally.

Your leaving, though maybe out of your control, still has a negative impact on the rest of your team. That is why all afking and leaving is treated the same.

While dodging and afk'ing are bad for the community playing LoL, you shouldn't just assume that all they did was dodge and afk. League's been buggy lately, and I myself was unable to get into a match of Ascension today because the Champ Select screen wouldn't show any champs. Don't always assume it's the player's fault every time, a great deal of the time it's also Riot's fault for having faulty servers.

Assume it's Riot, or perhaps you were already in low priority or it could have been a queue teammate of yours. Some things about League are so complicated to think about....

i was queued solo so it wasn't a teammate, and i didn't have low priority getting into that champ select, but when someone dodged i did.
