Summoners spells don't save and screen mode resets

As in title, my summoner spells when I enter lobby are always defaulting to Cleanse and Exhaust, no matter what I had picked last game. Happens in every mode. For example: I enter a lobby for Summoner's Rift, I pick my spells like Ignite Flash, than after the game when I enter lobby again for a next game, I have Cleanse and Exhaust (or Smite and Exhaust, when I'm assigned jungle in Blitz).

Another thing, maybe related maybe not, whenever I restart client, the game changes my screen mode from Borderless to Windowed or FullScreen.

I tried initiating full repair and reinstalling the game, still the same.
