[GAMEPLAY] Game appears like it is going in slow motion.

My ping was fine (37ms). My fps was fine (Manually limited to 80 with actual FPS of 120+). The game appeared like it was playing in slow motion, approximately 50% speed. At the same time, projectiles, minions, and champions would teleport every once in awhile. This happened to both me and someone on the opposing team.

Restarted my client several times. Upon reloading, the game would go back to normal speed for about 15 seconds before returning to its slowed down state. I reloaded my wifi as well. This didn't help at all.
