[Ingamebug] Summs went inactive.

In my most recent ranked game, I played Fiora and couldnt use my summs(flash and tp) during the first 5-10 minutes.(Don't know when excatly it happened. I was ganked and tried to flash out, then found out my flash was inactive, so was my tp.) They were just dark and of course they were not on CD and I was not silenced. After I respawned I still couldnt use my tp to back to top. Then I told my teammate about this. Seconds later both my D and F were just back to normal again. Pretty sure it was a bug. Also, can I request for a loss prevent? Cuz not being able to use flash to escape cost me a death and not being able tp use TP to back on lane in time cost me a huge wave. I just got snowballed so badly and it ended up losing the game. Frustrating.
