friend of mine got LPQ since his internet can be unstable and sometimes disconnects him, but when he queues, after the 10 minutes is up and the popup disappears it appears to queue him except the queue lasts forever and there is no estimated time until match
This is an issue that Riot is aware of, and they're working on a fix, as per the Service Status page. Current recommendation is to submit a ticket to Support.
The issue seems to be mainly affecting players in OCE, I haven't seen or heard about players from other regions experiencing the issue, so I'd recommend keeping an eye on the OCE Boards for more information.
