While playing the new Gangplank I was very excited to try the new Cannon Barrage. Once I reached the 500+ silver serpent coins I quickly found I was unable to to upgrade the ability to the new buyable upgrades. Please help. Without Gangplanks upgrades it feels like he has been uber nerfed.
I could do it fine, idk why, buy I've played with two Gangplanks who couldn't. +1, hope for fix

Confirmed, the silver serpent coins cannot be spent. Please fix this asap.
I have this issue aswell, even if its not on cooldown it doesn't work, I tried at 506 ss coins and 587 coins and still no upgrade.

I am also having the same issue with not able to upgrade Gangplanks ult. hopefully this does get fix soon like really soon!

Same thing happened to me. First game was ok, but on the second one, i gathered 1500+ SS, still could not upgrade cannon barrage. " Without Gangplanks upgrades it feels like he has been uber nerfed." - I feel he is much stronger now, I can almost one shot squishy champs by mid-game.
Thanks for the report! We're aware of the issue. There's a workaround currently where you can access the Silver Serpent upgrades by switching from the "Recommended" tab and finding the upgrades in the "All Items" tab. You should be able to purchase the upgrades from the "All Items" section in this way.
Just had the problem in a game aswell..had 500 gold just incase it triggered from that for some reason. Had it off cooldown, had 527 SS and nothing...then got it to max rank at level 16, tried again..nothing, then used it to see if for some reason it had to be on cooldown..still nothing..
Also I like Gankplank's old E..his new one just feels very....useless..its super easy for enemies to remove them as a threat

Same. Further, I think 500 ss for one upgrade is not appropriate, and 200-300 ss for one upgrade is good, or no GPs can get 3 upgrade in one normal game.

I'm having the same problem. Needs to be fixed. I lost my promo today because the last team fight was lost because I didn't have Death's Daughter. If I had that, we would have destroyed the team and pushed for the win.
I can't upgrade it please fix it.
I can't buy the upgrades as well.
I had this problem for a bit but then i messed around with the shop and could buy the upgrades. I think the recommended items upgrades often don't' work but if you look through the shop manually it can work. IDK, but looking around in the shop for 30 seconds or so fixed it for me. They definitely should fix this bug though

Fix I noticed it my first game and my solution was to go into the items page and uncheckmark all the filter boxes, apparently since it's a shop item it won't allow you to buy it since it doesn't have filter name here (critical chance for me) I hope this helps!
i seen this but i wish riot will let players know about bugs like this and workarounds for them before they even get in to a game it help prevent a lot of raging
When I played, I didn't find any option to upgrade my ult, so instead I had to search for the name of the upgrade.
No idea why they aren't under the recommended tab...
This also happened to me.
I also had this bug just today. Screenshots to sort of show what was going on. I got to 500 Silver Serpents relatively early in the game yet even after getting over 1000, it wouldn't let me buy anything.
I'm not sure if this is the same issue, but I noticed that when I checked some of the filters in the "All Items" tab, the upgrades under the "Recommended" tab became grayed out. Once I unchecked the filters under "All Items", the upgrades under "All Items" were once again purchasable.
Yea I've had this issue as well. Very strange. On the bright side I haven't been able to buy the upgrade yet since gp update so I don't feel like I'm really missing out!

Had the same issue. It said I had enough silver serpents but couldn't do anything. I was going crit-plank build and had an avarice blade when last hitting at some point, not sure if that had anything to do with it? Maybe the bonus gold from that caused a glitch?
I myself have played a couple of 
games on custom but when i get the first upgrade 
i cant continue to get the others even though i have 500+
