[CLIENT] Not all of my rune pages are showing up

I just noticed today that not all of my rune pages are showing up in champ select. It has definitely been a while that this has been a problem, but I haven't made any changes to my rune pages for a couple months so I haven't really noticed.

I have 12 totally full rune pages on my Summoner "Runes" tab in the main client, but when I get in to champ select I only have 9. I have only tested this with Ranked Dynamic Queue but I am pretty sure it happens on other game modes as well.

I can tell this has been the case for a while because the last set of runes on my list that shows up in champ select has been "Magic Supp", so long in fact that it has become a habit to pick the last rune page without even looking at it whenever I pick Bard, but I noticed that I was missing rune pages when I made a new "Spicy Bard" rune page and it simply wasn't available for me to select.

Has this been a problem for other people and are there any solutions or workarounds besides reordering my rune pages so I have the ones I want to use in the first 9 spots? To me this seems like a pretty big issue since people are paying for extra rune pages and runes and then aren't given the opportunity to use them.
