Client won't launch & neither will Game after all people have locked in [bug reports take too long]

Hello. I'll jump right in, bit of a read, probs just skim through it.

1. No real link to show or Screencaps as there's nothing to show.

• Basically Since roughly the last patch i'll log into league, no worries and start a game. Once the games found, champs picked, bans made ect ect and the game actually loads, I will not. I'll be sat there waiting for the loading screen for the pregame to come up and it just won't. Sometimes it will, but after everyone is already in game. I've already been the cause of one remake and if i get another i fear this pretty bad issue will get me 20 min queues. I've reported the bug but i know it'll take a long time (last time it took a week to get back to me on a game breaking issue) So sometimes i have to resort to restarting my whole PC as after i alt-F4 the damn client won't even launch even in 'run as admin' and i can't log back in unless i bloody restart my PC and even then it feels like an eternity to load up (Some reason restarting PC fixes it?) and i'm always late for the game...
• How do i fix this, it's never happened, my net is fine, my PC is unchanged, i haven't done anything. Another thing is whenever i log back in the client to join the game i'm already late for it comes up with "Restoring client to older version" or something along those lines, but never does? It's only been doing this since the last patch...

2. Also another bug possibly related? Maybe not. Not sure. FPS drops. Even my mates were having them in duo at the exact same time as me in game. Very frustrating (seems to happen at random, nothing that happens in game seems to make a difference on when it happens) and also hasn't happened in a while. Patch has been very buggy, at least for me and a few people i know.

Thanks in advance if anyone can solve these very annoying problems. The first one is what i'm concerned mainly about, a bit of FPS is annoying but i won't be queue banned for something that isn't my fault. Reinstalling is not an option, Australian internet doesn't download quick enough and that has never solved any of the problems i've had with this game. Ever.
