Teemo and thunderlord after server maintain

1. i played a game with** teemo** at 02:00 am today and the thunderlord works with single hit if E was learned
2. then at 3 am today the sever maintain
3. i played ranked game this time at 09:00 am today and ail had change why the only why to active thundelord was 3 hit or 3 skill or mixed and my question is that maintain means UPDATE? why to lose a rank game try to find what bug is that ?? or it was a game change and none mention it

can anyone really answer me???
