Client visual bug

My client is always like this. Most of the times it happens right after i alt+tab but sometimes it happens without it. I couldn't see their picks and couldn't find runes button. I had to dodge this one and it cost me LP. I was hoping that it would get fixed next patch but it's been like this since season 8 (yes 8, not 9)

Anyone knows how to fix this problem? Tried reinstalling 2 times and tried playing in different region. Still the same.
