Improving Rank Match-Up System PLZ!

I just wanna report something unreasonable. I got matched up with a level 32 player in my rank game who fed really hard. I understand that she was not intentional feeding, but it is clear that she did not know what she should do in the game. I looked at her match history after game and she had a 6-game lose streak with only one win at the beginning which should be her first rank game in history. So, even though gold 3 is not a high rank, but putting such a player in is really just ruining the game for his/her teammates. I hope the matching system could be amended so that such situation would not happen.
