FPS drops since 6.1

Ever since 6.1 my fps have been dropping to a stable 30 (I typically cap them at 60). It's not a performance issue, I've turned every setting possible to raise performance but it still does it. All of my other applications are closed. Is there any other person experiencing this? Please help me this problem.

I used to get over 100 fps but would always cap it at 60. Ever since this patch even on the lowest settings I can barely pull 30fps. Makes it extremely frustrating to go from max settings and solid 60fps to all the way low and a shaky 30.

I feel like this needs to be addressed asap.
