[Client] Always says "Connecting" when In Game/Post Game lobby

Every time I join a game, or end a game, the lobby chat prevents me from communicating with everyone and it tells me that it's "Connecting" constantly.

I've uninstalled and re-installed, tried both legacy and new client, I've tried running it as an administrator and I've also tried installing it on three different drives. Can anyone help out?
