[Gameplay] Veigars passive/w is off count
In his passive it says "Every 50 stacks of Phenomenal Evil reduce Dark Matter's cooldown by 10%" BUT When you reach 150 stacks its still only at 19%.....

It's not an additive 10% cdr, it's a multiplicative %cdr based on the remaining amount.
