Champion Non-responsive *(Not a lagg issue)

I would say for about atleast a month now, anytime i play League my champion will go non-responsive just sits there. I'll try to issue commands like spells, move the champion etc... It last for about 10 -15 secs then goes back to normal play. When my champion stops responding i can see minions normally, other champions moving normally, really all game play is fine. (no lag, good fps) I even use Discord when i play with IRL friends and they can hear me normally and I hear them normally to while it happens...

Please rito help fix this the game is pretty much unplayable as of right now for me.
